The delay is due to statewide funding constraints caused by rising construction costs and a high number of emergency highway projects. Caltrans District 8 managed 14 emergency projects during the current fiscal year, which required shifting available funds.
A clearer delivery timeline is expected after the California Transportation Commission meeting in August 2026.
